    Combine chiles and oil and gently heat - don't sizzle or brown them. Do this for maybe 2-3 minutes at a low heat. Remove from heat and cool to room temperature. Transfer to a very clean container and keep in a cool dry place. As far as oil, a neutral oil like corn, grapeseed or canola oil are probably good options. If you want to combine flavors consider using sesame or toasted sesame oil.
